Are there flights needed to travel from any city to city or is all travel in Morocco by bus?

I assume that you have to have a minimum number of people for this tour to operate. If this is correct, when would I be advised that the tour will or will not go ahead? I wouldn't want to book airline tickets until such confirmation is provided.
