You would have to fly first to LIMA (Peruvian capital) and then to Puerto Maldonado. To fly to Peru from Mexico, there are a few airlines, such as: Avianca, LATAM, Copa Airlines. From Lima to Puerto Maldonado, there is only LATAM.
