For a rain coat: you can buy in Sapa if it is rainy. Notes for the train cabin: there are 4 sleeper beds in a cabin. There are 2 rows and each row has 2 floors.   About the weather on September is autunm so it's not hot specially it's cool in Sapa or you can visit Hanoi on October, it's nice too. The price will add more for Cloud Dragon bridge and this place only private car and guide take you to visit and another still is group tour. The price: stay in hotel's Ha Long: 440$. The price for overnight on the boat: 460$
