The hotels and cruise are 3-star quality. For private trnasport, I think you can use private car for airport pickup & drop off and Halong Bay. For Hanoi city and Ninh Binh, you can't use a private car for a group tour. Both group tours has about 18 - 22 people, not so big.

I have question about the accommodation, apart from the cruise will it be the same hotel in Hanoi or will there be different ones? The reason I ask is because I have a lot of luggage that I'd rather leave somewhere instead of carrying everywhere.
