Pretty much depends on your passport. Somaliland allows visa on arrival for many nationalities. Djibouti has an e-visa system for all nationalities, except Singapore and China which are visa free

For Somalia you need only PCR test 72h before arrival, but for Djibouti you will need PCR test and a vaccination certificate.
