Book a morning flight from Hervey Bay to Cairns for better prices. Plan a full day for the reef. Book boats leaving from the Marina instead of Palm Cove for better reef spots. Spend your final day exploring Atherton Tablelands waterfalls. When in Cairns cool off at the free Esplanade Lagoon. It's a safe spot to swim without worrying about stingers.
